Twin-Blade and Peeler look the best. For power, you want Eleonora's if planning on using her skill with an arcane build. Its weapon art is quite op. High damage, bleed build up and very high stagger. Otherwise Godskin Peeler. Twin-Blade isnt bad either, but it has slightly lower dex scaling. Its pretty much the same damage, tho.

Just discard the twin blades it's cheating. You don't need that much mind and vigor, 50 vigor and 20 mind should be enough as you don't seem to be using a lot of incantations or magic. That way you can have higher dex and arcane.
